The Best Time to Visit Cebu
I've dived Moalboal's sardine run in a January drizzle and sweated through a bone-dry April in downtown Cebu City, and the pattern holds up every time: Cebu doesn't have four seasons, it has dry and wet, and almost everything you'd want to do here — island-hopping, canyoneering at Kawasan, diving with whale sharks at Oslob — works better in the dry months. The trade-off is that January through May is also when everyone else has figured this out too, especially around Holy Week and Sinulog.

Genuinely the most pleasant weather window, but Sinulog Festival in mid-January packs Cebu City hotels solid, so book flights and rooms months ahead if you want to be there for it — or avoid the third week of January if you'd rather skip the crowds.

My pick for diving and island-hopping — visibility at Moalboal, Malapascua and Oslob is at its best. It's also Holy Week and school-break season for Filipinos, so Boracay-style crowding hits Bantayan Island and Camotes; book boats and ferries ahead.

Good value and thinner crowds if you don't mind rearranging plans around rain; whale shark interaction at Oslob still runs most days, but rougher seas can cancel Malapascua thresher shark dives and canyoneering at Kawasan Falls.

Riskiest window for flight and ferry disruption — Cebu sits in the Philippines' typhoon corridor and October-November see the most storm activity. December dries out and gets busy again around Christmas/New Year.
